The university Collegium

Description:

The University Collegium of the University of Oulu is, alongside the board, our university’s most influential body. The jurisdiction and assembly of the University Collegium governed by public law is regulated in the Finnish Universities Act. The collegium is responsible, for example, for making decisions pertaining to the board’s number of members and confirming the selection of new members, as well as confirming financial statements and annual reports. In addition, the collegium releases the board from liability and relieves board members from their duty. For the term of student representatives of 2022-23, the Collegium selects the majority of the members from outside the University in the Board. A comprehensive list of the collegium’s statutory duties can be found at the end of this call. The collegium generally assembles twice a year, on top of which meetings with the Oulu University Collegium’s student group as well as other co-operation will require members to reserve some time.

8 student representatives and 8 personal deputy members are selected to the Collegium for a two-year term. The deputy members attend the student group’s meetings and cover for members in case they are unable to attend. Moreover, the administrative body comprises 8 professors and 8 other staff members, who have personal deputy members in accordance with the University of Oulu’s Education Regulation § 13. The student union’s academic affairs specialist supports the student representatives. Students will receive credits (2 ECST per term, max 10 ECST / student) for the operation as well as a meeting fee (41,20€ per attended meeting /2021).

The Student Council of OYY elects the student representatives of the University Collegium on the 9th of Dec 2021. The term of the elected representatives begin in January 2022. The eligible applicants can be interviewed on the days before the election. The applicants are notified of the possible interview. Eligible for the student representative position are all members of the student union who have applied for the position by the deadline of the application period and have registered as attending for the term of student representatives duty by the 31st of November 2021. The selected applicants must be registered as attending students when acting as student representatives.

Previous experience in student representative work in the administrative body is considered a benefit in the appointment. The Council aims to select representatives from all faculties of the University of Oulu if possible. In the selection process, the Act on Equality between Women and Men (609/1986) shall be followed. The remit of the university collegium is to:

(1) decide on the number of members on the board and the duration of the term of office of the board and its members;

(2) elect the members referred to in the University Act section 5 (4) to the board;

(3) confirm the election of board members by the university community groups;

(4) dismiss board members by proposal of the board;

(5) select the financial auditors of the university;

(6) confirm the financial statement and the annual report of the university and discharge board members and rectors from liability;

(7) decide on the bringing of an action for damages against a board member, rector or financial auditor;

(8) decide on the dismissal of board members.

The Working Group for International Affairs

Description:

The Working Group for International Affairs discusses multidisciplinary issues related to international communities of higher education. One student representative appointed by the Executive Board of OYY and one member of the Executive Board of OYY represent students in the Working Group. The Working Group works in English.

Students can receive credits for the activities. The representatives aren’t paid for attending the meetings.

The Executive Board of OYY elects the student representatives on the 14th of December 2021. The term of the elected representatives begins in January 2022. The eligible applicants can be interviewed on the days before the election. The applicants are notified of the possible interview. Eligible for the student representative position are all members of the student union who have applied for the position by the deadline of the application period and have registered as attending for the term of student representatives duty by the 31st of November 2021. The selected applicants must be registered as attending students when acting as student representatives.

The Teaching Development Group of the Oulu Extension School

Description:

The Oulu Extension School (TOPIK) organises language and communications studies for the University’s degree students. The unit also organises adult education as professional updating education and co-ordinates the University’s alumni actions. It also supports faculties and degree programmes with work-related studies. The Teaching Development Group of the Oulu Extension School discusses, for example, the feedback system of language and communications studies, course updates and professional education quality and functionality.

One member and one deputy member are chosen for the organ for a two-year term. The Board of the Student Union of the University of Oulu names the student representatives in December 2021. The representative term starts 1/2022. Eligible for the organ are those Student Union members who have left their application within the application period and have enrolled in the University of Oulu by 31.11.2021. The chosen representative must be present as a student at the University of Oulu for their representative term.

Education Management Group

Description:

The Education Management Group is the highest educational affairs organ at the university. It gathers the Vice Rector for Education, Director of Academic Affairs, and the Education Deans of all faculties to work on the management, development and strategies of education. The Education Management Group comprehensively discusses the university’s educational objectives and development of education. Members of the organ get to directly influence the outlining and implementation of the university’s education. The group is a direct link to the Education Committees of the Faculties. It holds meetings approximately once a month, on top of which some time must be reserved for perusing the meeting materials on the preceding days.

One student representative and one deputy member are appointed to the Education Management Group for a two-year term. OYY’s Specialist in Academic Affairs and the Secretary General support the representatives and are entitled to participate in and speak at the meetings. The representatives will receive study credits (4 ECST) and meeting fees (41,2€ per attended meeting) for their work.

The Board of OYY appoints the student representatives in December of 2021, and the representatives’ term begins in January of 2022. The Education Council

Description:

The Education Council supports the University Board of Directors and the rector in advancing education, provides initiatives regarding education policy as well as initiatives for developing teaching and evaluates the quality of University education. The Council has a significant part on managing the strategy of education of the University of Oulu. The chairperson of the education council is the vice rector of education. The Council works in English.

Two student members are appointed to the Education Council for a two-year term. OYY’s Specialist in Academic Affairs supports the representatives and is entitled to attend and speak in the meetings. The Student Wellbeing Working Group

Description:

Student Wellbeing Working Group promotes the well-being and studying abilities of students as well as the consideration of students as members of the university community. The Working Group comprehensively processes matters pertaining to students’ wellbeing, studying abilities, financial situations, living and communality, as well as to the guidance and progress of their studies. The Working Group also acts as a link and a coordinator between the work of different operators that promote the well-being of students. In addition to the Student Union, different operators of the University, the FSHS and the united parishes of the city of Oulu are represented in the multi-professional group. The Working Group holds meetings approx. once a month.

Four members and four deputy members are selected to the working group for a two-year term. The Sub-Working Group of Education for Sustainable Development of the University of Oulu

The Sub-Working Group of Education for Sustainable Development is appointed to advance study modules in future sustainable development at the University of Oulu. The working group has, for instance, designed a pilot course on sustainable development. Next, the working group’s objective is to expand the study module into a subsidiary subject during 2022. The sub-working group consists of specialists from several faculties as well as student representatives.

The Ethics Working Group

The Ethics Working Group of the University of Oulu evokes discussion about ethical values and suggests ways of making those values visible. The Working Group also participates in the discussion of ethical education, supports faculties in establishing ethics committees and supports their operation, as well as organises and participates in events and meetings where ethical matters are discussed at a University level as well as on a national level. The committee gathers and transmits information about equality and diversity issues and arranges training and events. The committee also prepares the equality and diversity plan of the University of Oulu and superintends that the plan follows through. The committee consists of students as well as staff members. It holds meetings a few times a semester and operates mainly in English.

Three members and three deputy members are selected for the two-year term. OYY’s Specialist in Social Affairs supports the student representatives in their work and participates in the committee with a right to attend and speak in meetings. Participation in the committee is voluntary work and does not award the participants study credits.

FSHS's Health Working Group (Oulu-Kokkola)

Description:

The FSHS’s Health Working Group promotes health and consists of the FSHS health centre of Oulu, the University of Oulu and its student union as well as the University of Applied Sciences of Kokkola and other parties. The working group designs and implements plans to promote students’ health, actively keeps in contact with other operators and spreads awareness of health knowledge on a local level. In addition, the working group trains the FSHS staff for health promotion by educating the staff about student life. The working group organises a well-being week annually for the university community.

Two members and two deputy members are selected for the working group for a two-year term. Research Council

Description:

The Research Council of the University of Oulu supports the rectors in advancing scientific research and sustaining scientific discussion. The Research Council handles scientific conventions and evaluates the quality of research. The council discusses e.g., new scientific directions, doctoral training, recruitment, ethical principles of research and quality assurance of research. The chair of the organ is the Vice Rector of Research in the University of Oulu. The council also includes professors. The Research Council is an excellent place to network with the people in charge of research in the University of Oulu and influence the development of research activity in our University. Management Group of Teacher Education

Description:

The Management Group of Teacher Education coordinates the execution and development of teacher education in the University’s different units. The management group must be referred to by the University when making decisions on teacher education impacting several faculties. In the 2020-2021 term the Management Group has for example decided on the new timing for teacher studies in degrees. In addition to students the organ includes professors and other staff from multiple faculties in the University of Oulu, as well as representatives from the normal school. The Management Group meets a couple of times a semester.

Three members are chosen for the organ for a two-year term. The academic affairs specialist of OYY helps the representatives if need be.

Board of examiners

Description:

The Board of Examiners is a legal University organ that handles student admission, study credits, tuition fees and rectifications of accreditation of studies taken elsewhere. Rectifications are handled according to the University of Oulu Regulations 24§ and 27§ as well as 82§ of the Universities Act. Measures for rectification are also outlined in the Administrative Procedure Act. Acting in the Board of Examiners requires some knowledge of measures for rectification and students’ due process. OYY’s academic affairs specialist trains the student representatives for their task and supports their actions. The organ also includes professors and other teaching staff. The Board of Examiners meets when necessary, as rectification requests must be handled within a fair time frame. The meetings tend to be more focused in the fall due to admissions rectification requests.

The Graduate School dean names a Management Group to support the dean in leadership of doctoral research and development as well as fulfilling the University’s strategy. The Section also promotes a sense of community and can organise events for doctoral researchers. The Section’s actitivity is part of OYY’s activities and funded by OYY. Management group for faculty of Information Technology and Electrical Engineering ITEE

A faculty’s Management Group supports the faculty’s dean with the faculty’s management and development and the implementation of strategy. The Management Group oversees operative leadership according to the leadership of the Faculty Board and strategy. The Management Group can also manage the faculty’s research if the faculty does not have a separate Research Management Group. In this case the Management Group prepares the operations plan for research and assesses the quality of research. In addition to students the Group includes the dean, education dean, service manager, research unit leaders and other staff. The Management Groups meet by faculty with varying schedules, usually once a month.

One member and one deputy member are chosen for the Faculty Management Groups for a two-year term. The student representatives work especially close with the faculty’s subject societies. Members can get study credits (4 cr. / term, max. 10 cr. / student) and they are paid commissions (41,20€ per participated meeting / 2021).

The Board of the Student Union of the University of Oulu names the student representatives in December 2021. The representative term starts 1/2022. Eligible for the organ are those Student Union members who have left their application within the application period and have enrolled in the University of Oulu by 31.11.2021. Eligible for faculty organs are students who have primary study rights in the faculty in question. Faculty Board for faculty of Information Technology and Electrical Engineering ITEE

Description:

Faculty Boards are legal administrative bodies in faculties with multiple members (Universities Act §27). They handle the management of the faculties alongside deans and the Faculty Management Groups and decide on the faculty’s broader actions.

The faculty board is tasked with, for example, the preparation, resource planning and implementation of the faculty’s operational programme, approval of the faculty’s action and financial plan as well as its personnel plan. Additionally, the Faculty Board follows and guides the communications of the faculty’s affairs to the personnel and students. The rector hears the Faculty Board when choosing a dean or educational dean.

In addition to students the Faculty Board, according to the University Regulations 8§ includes the dean, faculty staff and external members who have expertise on the faculty’s areas of competence. The Boards meeting times vary, most meet a couple of times per semester. The members are chosen for the Faculty Boards for a two-year term. The Education Committee is the highest education focused organ in the faculty. It is tasked with preparing the education action plan, curriculums and evaluating the quality of education. The Education Committee can also have other tasks given by the Faculty Board or dean, such as the tasks of Degree Programme Committees, if that organ is not named. The Education Committee develops educational actions based on student feedback. Students’ opinions are highly valued in the organ.
