The Education Council supports the University Board of Directors and the rector in advancing education, provides initiatives regarding education policy as well as initiatives for developing teaching and evaluates the quality of University education. The chairperson of the education council is the vice rector of education.

Education Management Group

The task of the Education Management Group is to support the Vice Rector for Education and the Education Deans in the management and development of education and the implementation of the education strategy.

The Vice Rector for Education appoints the Education Management Group that consists of the Education Deans, the Vice Dean of Graduate School and of other members appointed by the Vice Rector for Education. The Vice Rector for Education appoints at least one student member, whose term is two calendar years at a time.

The Education Management Group is a straight link to faculties education committees.

Member of the UniOGS Management Group / Chair of the Doctoral Researchers’ Section

The task of the UniOGS Management Group is to support the dean of UniOGS in leading and developing doctoral training and implementing the strategy of the University. The Management Group discusses e.g. the development of doctoral training processes, admission times and admission criteria and the amount of travel grants. Meetings are held approximately seven times per year. The doctoral researcher member of the management group is the Chair of OYY's Doctoral Researchers' Section and the deputy member the Vice Chair.

The chair directs the activities of the Doctoral Researchers’ Section of the Student Union at the University of Oulu according to its strategy and annual action plan. The Doctoral Researchers’ Section is the collective voice and community of doctoral researchers across disciplines. The Section watches over University decision-making and doctoral training practices, proactively advocates doctoral researchers' interests and well-being, and promotes doctoral researchers’ awareness of their rights and their ways of influencing University decision-making. The Section fosters a sense of belongingness and unity among doctoral researchers.

The Doctoral Researchers’ Section gathers approximately once a month to discuss doctoral researchers’ points of view concerning the development of doctoral training. The task of the student representatives is to take doctoral researchers’ proposals and opinions forward. The Section also organizes events for doctoral researchers.

The chair calls the meetings of the Doctoral Researchers’ Section, prepares the topics to be handled and leads the discussion. The chair is also responsible of the communications of the Section, the collaboration between doctoral researcher representatives and organizing events with other active doctoral researchers in the Section. The chair is the primary contact person towards doctoral researchers, the University and other stakeholders.

Pathways to Business guidance group

Pathways to Business project has started on 1st of January 2021 and ends on 30th of April 2023. The project will be executed together with Oulu University and Oulu University of Applied Sciences. The project is linked to the municipal experiment of employment starting on 1st of March 2021.

A central objective of the project is to support the unemployed with a higher education degree in developing their early and working life entrepreneurial skills. The project aims to advance a fluent transition period between higher education and entrepreneurship and working life.

A tangible goal of the project is to arrange coachings related to entreprenurial and working life skills to the unemployed seeking a job and students in higher education that have nearly graduated. The measures taken in the project seek to support that the target audience would find their own place and direction in working life as employees or entrepreneurs and that possible unemployment would be conquered in the early phases. In the core of the project is continuous learning and strengthening motivation, capability, resilience and agency as well as self-regulation skills.

A member of the guidance group participates in the meetings of the group. The student will gain experience in meetings and they have a great opportunity to network. The guidance group follows the execution of the project plan, guides the activities of the project, handles administrative issues related to the project and helps in spreading information on the results of the project. The guidance group’s working language is Finnish.

Research Council

The Research Council supports the University Board of Directors, Management Group and the rector in advancing scientific research at the University. The Council also makes proposals about policies of research and evaluates the quality of research on University level. The Council discusses e.g. new scientific directions, doctoral training, recruitment, ethical principles of research and quality assurance of research.

Ravintolatoimikunnassa keskustellaan Juveneksen ravintoloista Oulun yliopistolla. Ravintolatoimikunnan tehtävänä on mm. käsitellä asiakkailta tulleet palautteet sekä suunnitella ja kehittää toimintaa yhdessä palautteiden pohjalta. Toimikunnassa on edustettuna ravintolanpitäjien lisäksi opiskelijat, yliopiston henkilökunta ja YTHS. Ravintolatoimikunta kokoontuu muutamia kertoa lukuvuodessa.

The Restaurant Working Group of Uniresta

Ravintolatoimikunnassa keskustellaan Unirestan ravintoloiden toiminnasta Oulun yliopistolla. Ravintolatoimikunnan tehtävänä on mm. käsitellä asiakkailta tulleet palautteet sekä suunnitella ja kehittää toimintaa yhdessä palautteiden pohjalta. The Subgroup of the University of Oulu's Sustainable Development Education

The subgroup of the University of Oulu's Sustainable Development Education focuses on developing future sustainable development study modules at the University of Oulu.

The working group plans a pilot course on sustainable development starting in autumn 2021. The intention is to expand the number of courses during 2022 into a minor. The subgroup includes experts from different faculties and student representatives.

The Working Group for International Affairs

The University of Oulu's Working Group for International Affairs discusses international related affairs at their meetings. Student representatives of this working group can bring up the issues, the students perspectives, and participate in the discussions of International Affairs-related matters directly.

In addition to the student representatives, the Group has the members of administrative staff and researchers coming from the different Faculties and units of the University of Oulu. The meetings are chaired by the Strategy Director and are held in English.

The Teaching Development Group of the Oulu Extension School

The Oulu Extension School (TOPIK) organises language and communications studies for the University’s degree students. The unit also organises adult education as professional updating education and co-ordinates the University’s alumni actions. It also supports faculties and degree programmes with work-related studies. The Teaching Development Group of the Oulu Extension School discusses, for example, the feedback system of language and communications studies, course updates and professional education quality and functionality.

The Board of Directors Of the University of Oulu

The Board of directors is the university’s highest executive body. The Board of director’s composition and duties and the election, resignation and dismissal of its members are provided for in the Universities Act. The length of the term of office applicable to the Board of directors and its members is decided by the university collegium.

The tasks of the Board of Directors are the following: 1) to make decisions regarding the central aims, strategy and principles of management for University operations and finances;

2) to make decisions regarding the operational and financial plan and budget of the University, and to prepare the financial statement;

3) to be accountable for the management and use of University assets, unless the Board has delegated its power to the rector;

4) make arrangements for monitoring accounting and financial management;

5) approve agreements important or fundamental to University operations and to issue statements on matters principally important in terms of University affairs;

6) to approve the agreement to be made with the Ministry of Education and Culture in accordance with Section 48 of the Universities Act on behalf of the University;

7) to select and expel the rector, should there be sufficient and justified cause for the procedure, considering the nature of the position;

8) to approve the Rules of Procedure and other similar regulations regarding general organisation and to make the decisions regarding the operational structure of the University;

9) to make a proposal to the Ministry of Education and Culture on changing the University's responsibility for education;

10) to make decisions regarding the number of students admitted to the University; and

11) to make decisions regarding the holdings of the University with a limited company and other communities unless the Board has delegated the power to the rector.

In addition, it is the duty of the Board of Directors to elect the management personnel working directly under the rector's authority, unless it has delegated the task to another body or person in the university.

University Collegium

The university collegium is composed of 24 members, each having a personal deputy. Of the university collegium’s members 8 represent professors, 8 other teachers, researchers and other personnel, and 8 represent students. All members have personal deputy members. All members of the university collegium other than the student members are elected as specified in the election regulations.

The university collegium’s term of office is four years, with the exception of the student representatives whose term of office lasts for two years.

The university collegium elects a chairperson and a deputy chairperson from among its members. The university collegium’s tasks are specified in the Universities Act.

The tasks of the University Collegium are: 1) to decide on the number of members in the Board of Directors and on the length of the term of office for the Board and its members;

2) to select the members for the University Board of Directors as stated in Section 15, Subsection 4 of the Universities Act;

3) to confirm the selection of the University community groups indicated in Section 15, Subsection 2 in the Universities Act as members of the Board of Directors;

4) to relieve a member of the Board of his/her duties based on the proposal of the Board;

5) to select the University auditors;

6) to approve the University financial statement and annual report and shall make the decision about granting an exemption from liability to the Board members and the rector;

7) to decide upon an action for damages against a member of the Board, rector or auditor;

8) to decide upon relieving a member of the Board of his/her duties in accordance with Section 65, Subsection 3 in the Universities Act; and

9) to appoint a committee with the task of preparing the election of the members in Section 10, Subsection 4.

Suomen kulttuurirahaston Pohjois-Pohjanmaan rahaston Oulun ylioppilasrahaston hallituksessa on perinteisesti ollut 3 edustajaa Oulun yliopiston ylioppilaskunnasta. Rahastosta jaetaan apurahoja ylioppilasrahaston hallituksen esityksen perusteella rahaston ohjesäännön mukaisesti.

The student wellbeing working group of the University of Oulu enhances the the wellbeing of the students, supports the ability to study and pays and promotes of minding the students' opinions.

The working group handles various thing from the livelihood to the study counselling and to the progress of the studies. The working group is a bond and a coordinator between different agents working in the student wellbeing field. In the multiprofessional gropu there are agents from FSHS, from the University of Oulu, from the church and from the Student Union.

The student wellbeing working group meets once a month (not during summer break).

The faculty board is tasked with assisting the faculty’s management in the following matters:

1) the preparation and implementation of the faculty’s operational programme; 2) the preparation of the faculty’s action and financial plan as well as its personnel plan; 3) monitoring the faculty’s activities and finances; and 4) communicating the faculty’s affairs to the personnel and students.

YTHS:n Oulu-Kokkola terveystyöryhmä on terveyden edistämistoimintaa suunnitteleva ja toteuttava yhteistyöryhmä terveysaseman sekä ylioppilaskunnan, yliopiston, opiskelijakunnan, ammattikorkeakoulun ja muiden sidosryhmien välillä. Työryhmä ideoi, suunnittelee ja toteuttaa terveyden edistämistoimintaa, pitää aktiivisesti yhteyttä eri toimijoiden välillä, huolehtii paikallistasolla terveystiedon leviämisestä sekä kouluttaa YTHS:n henkilökuntaa terveyden edistämistyöhön lisäämällä opiskelija- ja yliopistoelämän tuntemusta henkilökunnan piirissä.

Johtokunnan tehtävänä on seurata pohjoisen alueen terveyspalveluyksiköiden toimintaa ja toimintaympäristön muutoksia, terveyden edistämistä ja yhteisöterveystyötä. Se tekee myös aktiivisesti yhteistyötä säätiön sidosryhmien kanssa. Johtokunnassa on edustus ylioppilaskunnista, opiskelijakunnista, alueen korkeakouluista, säätiön henkilöstöstä ja julkisesta terveydenhuollosta.

Käytännössä johtokunta keskustelee terveyspalveluyksiköiden jonotilanteista ja toimintasuunnitelman sekä talousarvion toteutumisesta, säätiön hallituksen toiminnasta sekä muista ajankohtaisista asioista toimintaympäristössään. Tarvittaessa johtokunta voi puuttua seurannassaan esiin tulleisiin asioihin.

The FSHS Council

The FSHS Council meets in the spring by the end of May and in the autumn by the end of December. The Council can meet other times as well, if the chair or the vice chair summons the meeting.

The FSHS Council works on national level and guides the foundation’s actions within the framework of legislation. The most important tasks of the Council include selecting the FSHS Board and adopting the action plan, as well as confirming the financial statements and the budget. In addition, the Council is a place where the representatives can bring forward nationally important things related to student health services.
